Head of Regional Studies Department Ospanova A.N. took part in International conference "Cross-border Cooperation within the Eurasian Economic Union: reserves for the Intensification of the dialogue of Western Kazakhstan and the Volga region" held in Uralsk city on May 12, 2017.

The border area of ​​the EAEU: potential, resources and reserves

The role and possibilities of the border regions of Russia and Kazakhstan in the development of integration potential of Eurasian Economic Union was discussed by the participants of International Conference "Cross-border Cooperation within the Eurasian Economic Union: reserves for the Intensification of the dialogue of Western Kazakhstan and the Volga region" held in Uralsk. Based on the interim data from sociological polls of the the border regions population, representatives of academic and expert structures of two states analyzed the most urgent problems of social and economic development of regions of the RoK and RF and shared their views on the possibilities of overcoming them.

Cross-border cooperation has become an important feature of modern international relations. The role and capabilities of the border regions of Russia and Kazakhstan are also growing significantly in the format of the Eurasian Economic Union, as many vital problems of states, including foreign policy, economic, humanitarian contacts, directly cross at the border.

The current state and prospects for the development of Eurasian integration in the Russian-Kazakh border were examined by participants of the conference organized by the Foundation for the Support of Scientific Research "Workshop of Eurasian Ideas", the Eurasia-Povolzhye Information and Analytical Center, the Institute of History and International Studies of the CIS and Baltic States Relations of SSU named after N.G. Chernyshevsky, M.Utemisov West-Kazahstan State University and the Department of Regional Studies of the Faculty of International Relations of L.N. Gumilyov Eurasian National University.

Within the event held on May 12 on the basis of M.Utemisov WKSU took part Kazakh and Russian experts, public figures, representatives of the scientific community and media.

As mentioned Vice-Rector for Science and International Relations of the WKSU named after M.Utemisov Oleg Yurov opening the meeting, "the systematic work that has already been established between expert communities of the border regions of the RoK and the Russian Federation, gives confidence in the gradual development of concrete measures to deepen the cross-border links."

During the meeting, a wide range of issues was considered: from the implementation of joint programs and projects by the regions of the Russian Federation and the Republic of Kazakhstan in specific areas - to the factors determining the role and place of the Eurasian integration project in the world system of coordinates.

Thus, describing the strengths of the EAEC in the context of global financial crisis, the undergraduate student of the Department of Economics and Management of the WKSU Sudu Tuleugaliyeva stressed that today the EAEC is justified in claiming to be the second largest integration association in the world after the EU.  But its important feature is that the participating countries were formerly part of one state. The mentality of the population, the presence of the language of interstate communication, close cooperation ties and interconnectedness of national economies give grounds to count on the strength of the EAEC, the expert believes.

At the same time, according to the head of the Center for Sociological Studies of the WKSU Pavel Dobryaev, there are a number of factors hindering the course of integration processes in the whole of the EAES and in the Kazakh-Russian border area in particular. These are well-known economic difficulties, inadequate coordination of the participating countries in the economic modernization policy pursued by them, limited awareness of the society about the EEA and its opportunities, and the weakness of humanitarian ties between the peoples of the two states, especially among the youth.

The head of the department of regional studies of L.N.Gumilyov Eurasian National University Aigerim Ospanova said that the problems of the Kazakh-Russian borderland should be included in the number of priority areas of scientific research on the basis of the leading universities of two states.

- Universities are the main producer of knowledge and must develop proposals for the development of cross-border cooperation in various fields. It is necessary to transfer the theoretical base to the practical plane, this is the key point, the expert believes.

In the development of the topic of combining theory and practice, Grigory Trofimchuk (Moscow), the chairman of the Expert Council of the Eurasian Ideas Workshop Foundation, suggested that representatives of business to be more actively involved in expert discussions. In his opinion, this will contribute to the creation of a favorable business climate in the border area of ​​the RoK and RF, the development of economic ties and, ultimately, the improvement of the well-being of societies.

The urgency of the task of improving the legal framework for cross-border cooperation and the unified regulatory and legal base of the EAEC was noted by assistant professor of WKSU Aliya Erniyazova and political analyst Sultanbek Sultangaliyev in their speeches.

In addition, S.Sultangaliyev stated that regular coverage of practical and theoretical steps, work on communicating information about the project and its essence to the public should become an important component of the work of the EAEC.

The teacher of the department "History of the RK" of WKSU Gaziza Abdrakhmanova deliberately dwelt on how the declared "four freedoms" (moving goods, services, capital and labor resources) work in the conditions of the EAEU. Having ascertained a number of problems in this area, the expert
underlined necessity to "start changing the situation from the border areas, which are the bonds of the EAEU".

Amangeldy Bazarbayev, Chairman of the Board of the Eurasian Ideas Workshop Foundation (Saratov), ​​highlighted the role of NGOs in the development of the humanitarian aspect of cross-border cooperation between Kazakhstan and Russia. In his opinion, one of the promising areas of activity of the "third sector" in this context can be the promotion of Kazakh culture and language outside the RoK, including in the border regions of the Russian Federation.
A detailed analysis of problem points and the potential for cross-border cooperation on the example of Volga and Western Kazakhstan was presented in the report by the director of the Eurasian Ideas Workshop Foundation Arkadyi Balaiyan (Saratov).

During the meeting there was noted that the success of the Eurasian project is primarily connected with the consensus of the political elites of the Russian Federation and the RoK. However, it is obvious that this consensus should be transferred to the broad public field of two states. And this is the special mission of expert community partnership of the Russian Federation and the Republic of Kazakhstan.

It was also stressed that the opportunities for dialogue should be demonstrated to the societies not only of the Russian Federation and the RoK, but also of all the states of the EAEU during the successful holding of Expo 2017 and World Cup 2018.

An important aspect is the participation of regional business and intellectual elites in solving the tasks of preparing and holding landmark projects for the development of Russia and Kazakhstan.

Long-term objectives of forming among the new generation of leaders opinion that can form new points of growth in the bilateral socio-economic agenda should be resolved in the process of systemic training of the youth reserve of the EAEU. One of the successful examples of such work is the Youth Eurasian School, held in Astana, on the basis of L.N. Gumilyov ENU.

The event was held within the framework of implementation of socially significant project "Interregional interaction of border territories of Russia and Kazakhstan in the context of Eurasian integration (on the examples of the Saratov region, Samara region, Volgograd region and the West Kazakhstan region of Republic of Kazakhstan)".

During the realization of the project, state support funds allocated as a grant are used in accordance with the decree of the Russian Federation President dated on 05.04.2016 No. 68-rp and on the basis of competition held by the "National Charitable Foundation.
